In response to an invitation from the government of Slovakia, ODIHR deployed an Election Assessment Mission to assess the 3 April presidential election, with a focus on legislative and organizational issues.
Headed by Peter Eicher of the United States, the mission consisted of six experts.
According to the mission's final report: "The first round of the presidential election in Slovakia, was held on 3 April 2004. The field of twelve candidates provided voters with a genuine choice. A referendum held on the same day was closely linked to the election, both politically and administratively; the combination of the two votes highlighted some inconsistencies in election laws and procedures. The ODIHR Election Assessment Mission did not return for the second round of the presidential election on 17 April."
