Early Parliamentary Elections, 14 December 2008, Turkmenistan
- Following a statement by President Berdimuhammedov on 13 September 2008 that international observers would be invited to observe the early parliamentary elections scheduled for 14 December 2008, the OSCE/ODIHR undertook a Needs Assessment Mission (NAM). The NAM found that existing constraints on a meaningful pluralistic process would make the deployment of a standard or limited election observation mission premature, but did recommend the deployment of Election Support Team.

General Elections, 4 November 2008, United States of America
- Following an invitation from the Government of the United States of America to observe the 4 November general elections, ODIHR conducted a needs assessment mission and subsequently deployed a limited election observation mission on 10 October.

Presidential Election, 15 October 2008, Azerbaijan
- Following an invitation from the Government Azerbaijan, ODIHR deployed an election observation mission on 1 September to observe the presidential election on 15 October.

Municipal Elections, 5 October 2008, Bosnia and Herzegovina
- Following an invitation from the authorities in Bosnia and Herzegovina to observe the 2008 municipal elections, ODIHR undertook a Needs Assessment Mission (NAM). Although the NAM’s interlocutors expressed the view that international observation could provide a valuable contribution, they also demonstrated a broad confidence in the electoral process. Therefore, given budgetary constraints, the OSCE/ODIHR did not deploy a standard election observation mission.

- Following an invitation from the Belarusian Foreign Ministry, ODIHR deployed an election observation mission on 12 August to observe the parliamentary elections on 28 September.
