Early Parliamentary Elections, 22 November 2023

Following an invitation from the Government of the Netherlands to observe the 22 November 2023 early parliamentary elections, and in accordance with its mandate, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) undertook a Needs Assessment Mission (NAM) from 18 to 21 September. The ODIHR NAM was comprised of Ana Rusu, ODIHR Senior Election Adviser, and Hamadziripi Munyikwa, ODIHR Election Adviser.

The purpose of the mission was to assess the pre-election environment and preparations for the elections. Based on this assessment, the NAM recommends whether to deploy an ODIHR electionrelated activity for the forthcoming elections, and if so, what type of activity best meets the identified needs. Meetings were held with officials from state institutions and the election administration, as well as representatives of the judiciary, media, political parties and civil society. A list of meetings is annexed to this report.
