Presidential Election, 9 June 2021

Press conference

Following an invitation to observe the presidential election in Mongolia scheduled for 9 June 2021, based on the findings and conclusions of the Needs Assessment Mission conducted in March 2021, and in accordance with its mandate, ODIHR has deployed a Special Election Assessment Mission (SEAM) for this election.

The mission is led by Lolita Čigāne (Latvia) and consists of a core team of ten experts based in Ulaanbaatar. The ODIHR SEAM will assess whether the election is held in line with OSCE commitments and other international obligations and standards for democratic elections, as well as with national legislation.

Observers will closely assess fundamental components of the election such as:

• voter registration
• candidate registration
• campaign activities and media coverage of the campaign
• the work of the election administration and relevant government bodies
• election-related legislation and its implementation
• the resolution of election-related disputes

Election Day

The ODIHR SEAM will not carry out systematic or comprehensive observation of the voting, counting and tabulation on election day. Mission members will, however, visit a limited number of polling stations on election day.

The day after the election, ODIHR will publish its preliminary conclusions about the election process and hold a press conference to discuss its findings. A final report with an assessment of the entire election process, including recommendations on potential areas of improvement, will be published approximately two months after the election.

ODIHR has previously deployed three election observation activities in Mongolia, most recently for the 2017 presidential election.
