Following an official invitation from the authorities of Moldova, and in accordance with its mandate, ODIHR has deployed an Election Observation Mission (EOM) to the 11 July 2021 early parliamentary elections. The ODIHR EOM and the OSCE Mission to Moldova operate separately under their specific mandates.
Long-term observation
The ODIHR EOM, headed by Tamas Meszerics, consists of 11 international experts based in Chisinau. In addition, 28 long-term observers will be deployed throughout the country from 10 June 2021.
The ODIHR EOM will assess the early parliamentary elections for their compliance with OSCE commitments, other international obligations and standards for democratic elections, as well as with national legislation.
Observers will closely monitor all aspects of the elections, including possible post-election developments. Specific aspects include the implementation of the amended legal framework, candidate registration, the campaign, election dispute resolution and election media coverage. They will also assess how prior ODIHR election related recommendations have being considered.
Election day
ODIHR is planning to request 200 short-term observers to be deployed immediately prior to the 11 July elections.
The short-term observers will be deployed throughout the country in multinational teams of two which will monitor:
- the opening of polling stations
- the voting
- the counting of ballots
- the tabulation of results
Cooperation with other partners
The OSCE Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe and the European Parliament intend to deploy observer delegations for these elections.
The day after the elections, ODIHR, together with its parliamentary partners, will issue a statement of preliminary findings and conclusions at a press conference. A final report on the observation of the entire electoral process will be issued approximately eight weeks after the end of the observation mission.
Previous elections
ODIHR has previously observed 14 elections in Moldova. Most recently ODIHR deployed a Limited Election Observation Mission for the 1 and 15 November 2020 presidential election.
