Following an official invitation to observe the early parliamentary elections in the Republic of Malta, based on the findings and conclusions of the Needs Assessment Mission conducted between 28 February and 4 March 2022, and in accordance with its mandate, ODIHR has deployed an Election Expert Team (EET) for these elections.
The ODIHR EET is composed of four international staff, drawn from four OSCE participating States.
The expert team will assess the election process in terms of its compliance with OSCE commitments and other international obligations and standards for democratic elections, as well as national legislation. Observers will focus on the administration of the elections, the conduct and financing of the electoral campaign and related oversight mechanisms, and the regulatory framework for electoral coverage in the media.
In line with ODIHR methodology, the ODIHR EET will not carry out systematic or comprehensive observation of the voting, counting and tabulation on election day. The ODIHR Expert Team members will, however, visit a small number of polling stations on election day.
A final report will be issued approximately eight weeks after the end of the electoral process.

ODIHR has previously observed two elections in the Republic of Malta, most recently the 2017 parliamentary elections.
