Following an official invitation from the authorities of the Republic of Lithuania, based on the findings and conclusions of the Needs Assessment Mission deployed from 2 to 6 March, and in accordance with its mandate, ODIHR has deployed an Election Expert Team (EET) to the 11 October 2020 parliamentary elections.
Mission Activities
The EET began its work on 6 October. The team is composed of four international experts, drawn from four OSCE participating States.
The EET will assess the electoral process for compliance with OSCE commitments, other international obligations and standards for democratic elections, as well as national legislation. Experts will look at implementation of the amended legal framework, with focus on the performance of election management bodies, and oversight of the campaign and campaign finance. They will also assess how prior ODIHR election-related recommendations have been considered.
In line with ODIHR’s methodology, the EET will not carry out systematic or comprehensive observation of voting, counting, or tabulation on election day. Team members will, however, visit a small number of polling stations across the country to follow election day procedures.
The team will remain in Lithuania until 27 October to follow possible second rounds and will issue a report approximately two months after the completion of the electoral process.
Previous elections
ODIHR has observed four elections in Lithuania since 1996. Most recently ODIHR deployed an Election Assessment Mission for the 12 and 26 May 2019 presidential election.
