Following an invitation from the Permanent Mission of Iceland to the OSCE to observe the 25 September 2021 parliamentary elections, and in accordance with its mandate, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) undertook a Needs Assessment Mission (NAM) from 17 to 20 May. The NAM included Alexey Gromov, ODIHR Senior Election Adviser, and Martina Barker-Ciganikova, ODIHR Election Adviser.
The purpose of the mission was to assess the pre-election environment and the preparations for the elections. Based on this assessment, the NAM recommends whether to deploy an ODIHR electionrelated activity for the forthcoming elections, and if so, what type of activity best meets the identified needs. Meetings were held with representatives of state institutions, election administration, political parties, media, and civil society. A list of meetings is annexed to this report.
