Following an official invitation to observe the Bundestag elections in the Federal Republic of Germany, based on the findings and conclusions of the Needs Assessment Mission conducted between 2 and 5 June 2021, and in accordance with its mandate, ODIHR has deployed an Election Expert Team (EET) for these elections.
The ODIHR EET is composed of four international staff, drawn from three OSCE participating States.
The expert team will assess the election process in terms of its compliance with OSCE commitments and other international obligations and standards for democratic elections, as well as national legislation. Observers will focus on the campaign environment, the complaints and appeals process and review the current system of regulation and oversight of campaign finance.
In line with ODIHR methodology, the ODIHR EET will not carry out systematic or comprehensive observation of the voting, counting and tabulation on election day. The ODIHR Expert Team members will, however, visit a small number of polling stations on election day.
A final report will be issued approximately eight weeks after the end of the electoral process.
Previous Elections
ODIHR has previously observed three elections in the Federal Republic of Germany, most recently the 2017 Bundestag elections.
