Following an invitation from the Government of Armenia, the OSCE/ODIHR has deployed an Expert Team (ET) for the 6 December constitutional referendum.
Activities of the ET
The expert team began its work on 26 November and includes four international experts, drawn from four OSCE participating States.
The team will assess the referendum process in terms of its compliance with OSCE commitments and other international obligations and standards for democratic elections, as well as national legislation. The experts will, in particular, look into aspects related to the legal framework, campaign and media regulations, and referendum administration.
In line with ODIHR’s methodology for expert teams, the ET will not carry out systematic or comprehensive observation of the voting, counting, and tabulation on referendum day.
The team will remain in Armenia until 13 December. A final report will be issued approximately two months after the completion of the referendum process.

The OSCE/ODIHR has observed nine elections in Armenia since 1996.
