Following an invitation from the Government of the Republic of Slovenia, the OSCE/ODIHR on 23 November deployed an Election Assessment Mission for the 4 December 2011 early National Assembly elections.
ODIHR conducted a Needs Assessment Mission (NAM) from 17 to 19 October 2011 to assess the pre-election environment and the preparations for the early elections and in order to recommend whether to deploy an OSCE/ODIHR election-related activity for the forthcoming election, and if so, what type of activity best meets the identified needs. The NAM recommended the deployment of an EAM.
Observation Activities
The mission, headed by Dame Audrey Glover, began work on 23 November. The EAM includes six international staff, drawn from six OSCE participating States.
The mission will assess the entire election process in terms of its compliance with OSCE commitments and other international standards for democratic elections, as well as national legislation. Observers will, in particular, assess the implementation of regulations on party funding and campaign finance, effectiveness of legal redress, and access to media by parliamentary and non-parliamentary political parties.
In line with ODIHR’s methodology for assessment missions, the mission will not carry out systematic or comprehensive observation of the voting, counting and tabulation on election day. Mission members will, however, visit a small number of polling stations across the country to follow election day procedures.
The mission, which will remain in the Republic of Slovenia until 8 December, will issue a report approximately two months after the completion of the election process.
Previous Elections
The OSCE/ODIHR has not previously observed or assessed elections in the Republic of Slovenia, although it did visit the country in the context of the June 2009 elections to the European Parliament.
