In response to an invitation from the Permanent Mission of Spain to the OSCE, ODIHR deployed an election assessment mission for the 9 March parliamentary elections.
The mission was deployed from 26 February to 14 March. It was led by Vadim Zhdanovich of Russian and consisted of 10 election experts from nine OSCE participating States. In addition to experts based in Madrid, teams were deployed to Barcelona, Bilbao, and Seville.
According to the mission's final report: "The elections were conducted in a manner which reflected Spain’s established democratic tradition and a high level of public confidence in the overall process. The Spanish electoral system encourages political diversity and pluralism, offering voters a wide and genuine choice."
The ODIHR previously assessed the 2004 parliamentary elections in Spain.
