Presidential Election, 22 December 2002 and 9 February 2003, Montenegro
- Following an invitation from the President of the National Assembly, ODIHR established an election observation mission to monitor the 22 December 2002 presidential election.

Presidential Election, 29 September, 13 October and 8 December 2002, Serbia
- The presidential elections were monitored by two International Election Observation Missions formed by OSCE/ODIHR and Parliamentary Assembly of the Council of Europe (PACE). The OSCE/ODIHR long-term Election Observation Mission (EOM) for the September/October election was established for the period from 2 September to 18 October. The EOM for the December election ran from 11 November to 13 December.

General Elections, 5 November 2002, United States of America
- In line with the 1990 Copenhagen Document commitments, the United States invited ODIHR to observe the 5 November 2002 general elections. In response, ODIHR deployed an Election Assessment Mission for these elections.

Parliamentary Elections, 3 November 2002, Türkiye
- ODIHR was invited by Turkey's Foreign Ministry to consider sending an observation mission to the 3 November parliamentary elections. This was the first time ODIHR had been invited by the Turkish authorities to observe an election. ODIHR deployed a five-person election assessment mission led by Peter Eicher of the United States for these elections.

Early Parliamentary Elections, 20 October 2002, Montenegro
- At the request of the Speaker of the National Assembly of the Republic of Montenegro (Federal Republic of Yugoslavia), OSCE/ODIHR established an Election Observation Mission on 18 September to observe the early parliamentary elections scheduled on 20 October and the concurrent municipal elections held in Podgorica and Tivat.
