Led by Paul DeGregorio of the United States, the mission included 10 experts from nine OSCE participating States.
According to the mission's final report: "The 4 October 2009 early parliamentary elections in Greece were conducted in a competitive, open and pluralistic atmosphere, and many OSCE/ODIHR EAM interlocutors expressed a high degree of confidence in the overall integrity, efficiency and impartiality of the election administration. Party and candidate registration was inclusive, ensuring a wide choice among political alternatives. Voter participation, which is mandatory but not enforced, was reported at 70.9 per cent."
