National Preventive Mechanism Library
Series of publications “National preventive mechanism Library” includes number of research studies in the area of the national preventive mechanism developments against torture and ill-treatment in Ukraine based on the “Ombudsman+” model. The studies developed in the frame of long-standing project co-operation between OSCE Project Co-ordinator in Ukraine and the Ukrainian parliamentary commissioner for human rights
The library provides overview of methodological, theoretical and practical issues of the national preventive mechanism, basic standards of proper treatment of arrested and detained persons, as well as the provisions of national legislation of Ukraine. The publications define basic steps of the detention facilities monitoring, describe situations that a monitor may face during the monitoring visit, provide recommendations on conducting interviews, as well as consideration on implementation and development of alternative mechanisms of human rights violations investigations that would ensure objectivity and transparency and make the punishment of guilty persons irreversible.
