This manual is designed and developed by the OSCE Secretariat's Conflict Prevention Centre, Programming and Evaluation Support Unit.

This manual was developed and published within the framework of “Public Assembly Management” project implemented by the OSCE Office in Baku. The original version of the manual was prepared by Prof. Dr. Semiha AYDIN, Ali SEVİNÇ, Tayyip KARAHAN, Zafer KURT, Serhad YÖŞ and Eyyüp KAYA in Turkey under “Basic Training of Rapid Reaction Force” name, in 2011. This document is not available in English.

The methodology manual is designed to assist dialogue practitioners in training people from different backgrounds on skills and techniques for managing conflict situations, establishing mutual understanding, planning and conducting dialogue.
