Recommendations on the development of modular training programme for junior, middle and senior management staff of the State Emergency Service of Ukraine involved in responding to emergencies with hazardous chemical, radioactive and biological substances
Accidents with hazardous substances are fast-paced and difficult to control; they can have far-reaching and dramatic consequences for people and the environment. High professional qualities of the first-responders are critical to avoid environmental damage and save lives.
This publication provides recommendations on the structure and thematic content of a modular chemical, biological, nuclear and radiological (CBRN) training curriculum for first-responders, CBRN glossary, how-to’s on the preparation of theoretical and practical trainings, progress evaluation techniques. The document was developed with due regard to best international practice, up-to-date methods and trends in response to CBRN emergencies, including guides and operational procedures of relevant international organizations.
