The Organization for Security and Co-operation in Europe (OSCE) is pleased to announce that OSCE Border Management Staff College (OSCE BMSC) is launching a new call for applicants for its 39th Border Management Senior Staff Course (Basic) for Women Leaders from 02 June to 27 June 2025 in Dushanbe, Tajikistan.
The OSCE BMSC is a recognized as the center of knowledge, skills and professional competencies in border security and management. Its educational curriculum reflects the application of the comprehensive approach to security integrating all three OSCE dimensions: politico-military, economic and environmental and human dimension, enhancing regional border security and strengthening the border agencies’ capacities to mitigate transnational threats at the border, including combatting terrorism in the context of border security, irregular migration and smuggling of migrants, human trafficking, illicit trafficking of cultural property, illicit movements of goods and hazardous materials and drug and weapons smuggling.
The Border Management Senior Staff Course is a 30-day training program (160 hours) designed to equip future and mid-to senior-level leaders from border agencies with knowledge, skills and job competencies in border security and management, building trust and contributing to cooperation to tackle transnational threats while promoting openness and secure borders across the OSCE region.
ELIGIBILITY:
To qualify for enrolment in the Staff Course (Basic level), the candidates (students) must meet the following criteria:
- A minimum of three years of higher academic education or a relevant Bachelor’s degree, supported by an official diploma.
- Must be a women official from border troops, border guards, border police, customs, migration and drug control agencies from all 57 OSCE participating States or 11 partners for cooperation.
- Must be nominated by their respective agency and submit a signed registration form approved by their supervisor.
- Have more than five (5) years of relevant working experience within a relevant state institution (mentioned above).
- Must be minimum in a senior executive position or minimum rank – captain and be nominated by the agency as a candidate with a perspective for further promotion in a managerial role.
- Must have sufficient computer literacy: good knowledge of IT applications, competent internet and user of Microsoft Office package.
- High proficiency in English or Russian (assessed during the interview).
- Has never been convicted or is not currently under investigation or being prosecuted for any criminal or disciplinary offense, or any violations of international human rights law, civil action, or disciplinary offense.
LOGISTICAL AND FINANCIAL ARRANGEMENTS
- Travel and accommodation: OSCE BMSC will cover international travel, visa fees, and accommodation for the duration of the course. No costs are covered for domestic travel.
- Meals: The OSCE BMSC will provide breakfast and lunch
- Daily Allowance: Participants will receive a reduced Daily Subsistence Allowance (DSA) of EUR 20 per day.
- Insurance: Nominated agencies are responsible for providing health insurance to the respective student.
SUBMISSION:
Agencies may nominate up to three (3) candidates and only one (1) or two (2) will be selected. Applications must be submitted in PDF format via email to osce-bmsc@osce.org. The final deadline for application is 15th April 2025 at 23:59 Dushanbe time via e-mail at osce-bmsc@osce.org. Applications submitted after this date will NOT be considered.
