OSCE Programme Office in Dushanbe supports Ministry of Interior in holding working group meeting to revise draft Law on Police

From 25-27 February 2025, the OSCE Programme Office in Dushanbe supported the Ministry of Interior in organizing a working group meeting to review the draft Law on Police. The discussions took place in Hissor district on 25 February and continued in Dushanbe on 26-27 February. At the request of the Ministry, the OSCE engaged an international expert who had previously assessed the draft law in 2024. During the meeting, the expert presented recommendations to align the legislation with international democratic policing standards.
The event gathered high-level officials, including Ambassador Willy Kempel, Head of the OSCE Programme Office in Dushanbe; Deputy Minister of Interior Muborakshozoda Gayratsho; National Coordinator for Police Reform Safialo Azizullozoda and a representative of the Ministry of Foreign Affairs. Representatives from the embassies of the United States of America, the Russian Federation, Azerbaijan, Turkey, Iran, Pakistan, China and France also participated. Police officials from diplomatic missions contributed feedback on the draft law and the expert’s recommendations.
Based on the discussions and input received, the Ministry’s Working Group plans to revise the draft law before presenting it to senior leadership for further review and approval.
A total of 20 participants (19 men and 1 woman) attended the meeting.
