Handbook on Observing and Promoting Women’s Electoral Participation
As part of its comprehensive election observation methodology, the second edition of the Handbook on Observing and Promoting Women’s Participation in Elections builds on the first edition published in 2004 and elaborates further ODIHR’s methodology for assessing and issuing recommendations on women’s participation in elections.
In addition to providing guidance to ODIHR election observation activities (EOAs), the Handbook can help inform participating States — their election management bodies, political parties, voters, candidates, media, and civil society — about OSCE commitments and other international and regional standards and good practice for women’s electoral participation. It builds on experience gained over nearly three decades of election observation and takes into account the activities of participating States and ODIHR to promote women’s participation in political life, including through elections.
