John Crosby of the OSCE Conflict Prevention Centre provides a first-hand account of how the OSCE Special Monitoring Mission to Ukraine was set up, how it has responded to escalation in the conflict, managed to negotiate the release of its monitors taken hostage and is currently dealing with the challenge of monitoring the ceasefire in eastern Ukraine.
