Third interim and project final report on the activities and the cases under the competence of the Special Prosecutor's Office (SPO)
The Special Prosecutor's Office (SPO) was established by the Parliament of North Macedonia in September 2015, pursuant to a political agreement to overcome the political crisis that arose following the 2015 wiretap scandal.
The OSCE Mission to Skopje’s final report follows the first and the second interim reports published in August 2018, and June 2019 respectively. It covers the period between December 2018 and January 2020. The report is thematically focused on the findings from trial monitoring from the perspective of international fair trial standards. It, therefore, acknowledges the developments surrounding the SPO as an institution during the reporting period, but does not specifically elaborate or comment on them.The report includes recommendations to judicial actors, the legislative and the executive branches. These recommendations aim at tackling the issues identified in the report in order to improve the efficiency and fairness of judicial proceedings.
