Good governance

The OSCE Mission supports institutions across all levels of governance to improve their efficacy and efficiency in line with best international standards and practices, focussing in particular on increasing their capacities on inter-institutional co-operation and co-ordination, the development of oversight mechanisms, and ensuring the inclusivity of the overall decision-making processes.

The Mission assists during all stages of the legislative process by providing expertise and supporting public participation, ensuring that youth, gender and non-majority communities’ perspectives are considered. It also supports the oversight bodies and independent institutions by strengthening their role in ensuring public administration’s transparency and compliance with the legal framework.      

The Mission works with line ministries by providing advice when needed on policy development and implementation, and assists in improving communication and collaboration across different levels of governance. It supports municipalities in different areas, including transparency and integrity, budget development, especially when it comes to participatory and gender-responsive budgeting, e-governance, inter-municipal cooperation, and effective implementation of the rights to access public documents and the protection of personal data.
