Reform and co-operation in the security sector
The country finds itself at a crossroads in this respect, with prospects for progress being dependent on an understanding of the pragmatic benefits provided by good governance in the security sector, including as it relates to due promotion and protection of the rule of law and human rights.
Further improving security sector governance is among the Mission’s foremost areas of overarching engagement, involving both military and non-military aspects. The OSCE’s holistic approach to security naturally promotes inter-sectoral, inter-agency and multi-disciplinary frameworks that engender public–private partnerships and more systemic engagement of civil society.
The Mission aims to achieve these goals by advancing civilian, parliamentary and democratic oversight in the security sector, while at the same time contributing to the harmonization and development of policy and capacity.
The Mission also invests significant efforts in the development of a national educational programme on the country’s Security Policy, helping increase relevant expertise and prepare current and future professionals for holistic reform and effective policymaking.
