Spot Report by OSCE Special Monitoring Mission to Ukraine (SMM): Explosion outside SMM office in Ivano-Frankivsk

At 01:12 (EET) on 14 October 2016, the security guard at the office of the OSCE Special Monitoring Mission to Ukraine (SMM) located in the centre of Ivano-Frankivsk heard an explosion nearby. When reviewing the footage from the CCTV camera installed outside the office, the SMM saw that at 00:24 an unknown person wearing a hood and carrying a flashlight had appeared in the parking lot, and at 01:12 had thrown an object which had exploded 10m from the rear entrance of the building where the SMM office is located on the fourth and fifth floors; he then ran away.
The SMM saw fragments of what was assessed to be an explosive device at the spot, and burn marks on the ground and wall of the first floor of the building. The OSCE monitors also noted that nine windows in the lower part of the building within a five-metre radius were broken.
There were no injuries to SMM members or damage to its assets. A police investigation is ongoing. The explosion occurred in the same general place where an SMM vehicle was set on fire on the night of 6 September 2016 (see SMM Spot Report on 7 September).
