OSCE Mission to Tajikistan extends human rights training for law enforcement bodies to Khatlon Region

DUSHANBE, 1 August 2002 - The OSCE Mission and the Tajik Government has extended their joint human training courses for law enforcement bodies to the Khatlon Region in the south of the country. A series of training sessions on "Human Rights and Citizens' Rights during Arrest, Detention and Pre-trial Investigation" were held for law enforcement personnel in Kumsangir (Dusti), Kolkhozobad and Pyandj between 29 and 31 July. The training in other districts of this region is scheduled for end of August and September 2002.
Like the previous ones in the Sughd Region (between November 2001 and March 2002) and the Rasht Valley (June 2002), this training course was also conducted within the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) Project "Human Rights Training for Law Enforcement Personnel of the Republic of Tajikistan".
About 60 officials representing the prosecutor's office, interior affairs departments, courts, tax administration, independent advocates, local government from Kumsangir (Dusti), Kolkhozobad and Pyandj attended the three seminars organized by the OSCE Mission.
The course focused on increasing the knowledge of law enforcement personnel of the rights of detainees, on contribution to the promotion of human rights by enabling the district's law enforcement bodies to monitor, protect and advocate human rights and on diminishing the abuse of human rights by law enforcement personnel in the long run.
During seminars participants received brochures in both Russian and Tajik containing the main international legal instruments in the field of human rights and prevention of torture, as well as billboards with the text of the International Covenant on Civil and Political Rights and the UN Convention against torture.
The seminars were jointly organized by the OSCE Mission and its Dusti Field Office, the ODIHR, the Tajik Governmental Commission on providing the implementation of international obligations in the field of human rights and the General Prosecutor's Office.
