OSCE co-hosts training seminar to prepare for Tajikistan 2005 elections

DUSHANBE, 20 July 2001 (OSCE) - A two-day seminar for political parties and movements of Tajikistan on "Party Leadership Skills and Strengthening Party Long-Term Planning" ended yesterday in Dushanbe. The event was organized by the OSCE Mission to Tajikistan and the International Foundation for Election Systems (IFES) in co-operation with the National Association of Political Scientists of Tajikistan.
Among thirty participants of the seminar were the leaders, such as deputy chairmen and heads of local branches, of all officially registered political parties and movements of Tajikistan - the Communist Party; Democratic Party; Islamic Revival Party; Peoples' Democratic Party; Socialist Party; Movement for National Unity and Revival; National Movement; Congress for National Unity; as well as the "La'ali Badakhshon" Movement. They were representing the city of Dushanbe, as well as the Khatlon and Sughd Regions.
The seminar became a proper chance for the participants, who have already obtained a rich political experience by participating in elections at different levels, to exchange their skills and knowledge in the field of conducting election campaigns. The lively discussions were also encouraged by the presentations made by a specially invited political consultant from Russia, as well as by the OSCE Mission officers. During the debates, the party leaders demonstrated the readiness to pay more attention to such issues as involving women and youth into political life, strengthening the link between the central bodies and primary organizations, building a favorable party image, and planning different party activities.
It was particularly important that the high-ranking representatives of political parties and movements of Tajikistan started a practical discussion on preparing themselves for the 2005 national-wide parliamentary elections. They emphasized the need to review and improve the election legislation in order to prevent shortcomings and violations, which were observed during the last parliamentary elections in 2000. In this context, the participants pleaded for the assistance of the OSCE, IFES and other international organizations. They also were trained how to work out a calendar plan of the party's pre-election activities.
