OSCE Special Monitoring Mission to Ukraine (SMM) Daily Report 256/2021 issued on 1 November 2021

Summary
- In Donetsk region, between the evenings of 29 and 31 October, the SMM recorded 988 ceasefire violations, including 139 explosions. In the previous reporting period, it recorded 321 ceasefire violations in the region.
- In Luhansk region, between the evenings of 29 and 31 October, the Mission recorded 471 ceasefire violations, including 62 explosions. In the previous reporting period, it recorded 436 ceasefire violations in the region.
- The SMM followed up on reports of recent damage to five civilian properties in government-controlled Hranitne, Donetsk region.
- The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded ceasefire violations inside the disengagement area near Petrivske.
- The SMM facilitated and monitored adherence to localized ceasefires to enable the operation of critical civilian infrastructure.
- The Mission continued following up on the situation of civilians, including at three entry-exit checkpoints and three corresponding checkpoints of the armed formations in Luhansk region.
- The SMM monitored the security situation in east and south-east Kherson region.
- The Mission’s freedom of movement continued to be restricted, including at checkpoints of the armed formations near the disengagement areas near Zolote and Petrivske, as well as at a railway station and a border crossing point outside government control near Dovzhanske, Luhansk region. Its unmanned aerial vehicles (UAV) again experienced multiple instances of probable jamming and jamming.*
