OSCE Special Monitoring Mission to Ukraine (SMM) Daily Report 239/2019 issued on 9 October 2019

Summary
- Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region.
- The SMM saw damage to civilian properties in non-government-controlled Staromykhailivka.
- Inside the Stanytsia Luhanska disengagement area, the SMM saw ongoing dismantling works at the broken section of the bridge.
- The Mission saw a vehicle with a mounted heavy-machine gun and military personnel inside the Zolote disengagement area.
- The Mission recorded ceasefire violations inside and near the Petrivske disengagement area.
- The SMM monitored adherence to the ceasefire to facilitate repairs and the operation of critical civilian infrastructure, including repairs to water pipelines between Zolote-3/Stakhanovets and Popasna, repairs to power lines near Artema, as well as the drilling of wells near Raivka.
- Restrictions of the Mission’s freedom of movement continued, including at non-government-controlled checkpoints in Bezimenne and Staromykhailivka.*
