OSCE Skopje Mission helps implement law on local self-government

SKOPJE, 25 October 2004 - A three-day seminar on promoting good governance at the municipal level began today in Skopje.
Organized by the OSCE Spillover Monitor Mission to Skopje, it brings together some 20 municipal and village council members from Cucer Sandevo, a municipality north west of the capital.
Participants will discuss decentralisation, new municipal competencies, as well as a number of conflict resolution and mediation techniques. Gender issues, public financing and resources allocation, transparency and access to information will also be on the agenda.
The seminar will also focus on mechanisms that the Law on Local Self-Government provides to municipalities to help improve co-operation and communication with and between local communities.
"Malfunctioning local governance presents a potential threat to future stability and the peaceful process of democratization and decentralization," said Ambassador Carlos Pais, Head of the OSCE Skopje Mission. "It is important that local governments provide for the needs of the population".
A follow-up seminar focusing on participatory planning will be organized in December. And a pilot multi-ethnic seminar for municipalities throughout the country will aim to establish the proper functioning of the Inter-Community Relations Committees.
