OSCE Mission to Skopje supports development of Parliamentary Channel

SKOPJE, 12 December 2006 - Members of Parliament, appointed to the Council of the Parliamentary Channel, completed an OSCE-supported seminar in Skopje today that will help them make decisions regarding the structure, programming and budget of the channel.
The seminar was supported by the OSCE Spillover Monitor Mission to Skopje and the French Embassy.
"The Parliamentary Channel can be a useful tool for promoting transparency in the functioning of the Parliament and broadening political dialogue," said Sally Broughton, the OSCE Mission's Spokeswoman.
"According to the law, the Parliament is responsible for the content and production of the programmes, so this seminar helped discuss what this channel could look like."
French media expert Paul- Hervé Vintrou, who taught the two-day seminar, added: "The first step would be to outline the programming policy of the Parliamentary Channel so it goes beyond broadcasting of parliamentary sessions and becomes a thematic channel for civic education and public information. The second step would be to define a precise budget that will fit the programming."
The OSCE Mission is also helping to upgrade the technical capacity of the Parliamentary Channel with financial support from the United States Department of State and the Norwegian Foreign Ministry.
