OSCE Mission supports reform of local self-government

BELGRADE, 3 June 2003 - The OSCE Mission to Serbia and Montenegro today held a co-ordination meeting on local self-government reform in Serbia. All participants at the meeting agreed on the need to implement the law on local self-government effectively, in order to build a truly representative and democratic society.
The Head of the OSCE Mission to Serbia and Montenegro, Ambassador Maurizio Massari, announced that the OSCE Mission was working on a municipal training programme in 32 Serbian municipalities.
"The purpose of this programme is to train local authorities to administer their duties professionally, efficiently and to the benefit of their municipalities. I believe such support for municipalities is important, as municipal governments are closest to the citizens and therefore can best respond to the needs of citizens," he said.
"As part of this support the Mission also runs a gender and equal opportunities programme, in addition to local government training in southern Serbia which has been very successful in developing multi-ethnic co-operation," added the Head of Mission.
The donor community took the opportunity to outline plans to support local self-government reform in the coming months, while local government mayors welcomed the opportunity to outline their priorities.
The co-ordination meeting was attended by Serbian Minister for Local Self Government Rodoljub Sabic, municipal mayors and representatives from the international community.
