OSCE Mission welcomes adoption of constitution in Serbian and Montenegrin parliaments

BELGRADE, 29 January 2003 - Ambassador Maurizio Massari, Head of the OSCE Mission to the Federal Republic of Yugoslavia (FRY), today welcomed the adoption of the Constitutional Charter in the Serbian and Montenegrin parliaments. The OSCE Mission has prioritized a number of activities in 2003 in order to assist the functional development of the new state of Serbia and Montenegro.
"I am very pleased that the Charter and the accompanying law on implementation have been passed in the Serbian and Montenegrin parliaments, as the road to Europe goes through the Constitutional Charter," he said. "The OSCE now looks forward to the promulgation of the Charter in the FRY parliament as soon as possible".
In terms of specific activities, the OSCE Mission to the FRY would be assisting the new parliament of Serbia and Montenegro through expert training for staff and members, as well as by supporting the parliamentary committee structures within the new parliament, he added.
At this point the OSCE Mission is also developing expert recommendations for the new state's Charter on Human Rights, which is to be adopted imminently.
The Head of Mission stressed the OSCE would remain closely focused on supporting Serbia and Montenegro as a new political reality. Therefore in meeting with politicians and state officials he would continue to seek advice on how best the OSCE could support the functional implementation of the Charter.
