OSCE Mission offers to help develop new constitution for Serbia

BELGRADE, 22 January 2003 - The Head of the OSCE Mission to the Federal Republic of Yugoslavia, Ambassador Maurizio Massari, today met the Acting Serbian President, Natasa Micic, to discuss how the OSCE could best support the drafting of a new Serbian constitution, as well as assist the work of the Serbian Parliament in 2003.
"I believe that the OSCE Mission, with its mandate to support the Serbian Parliament, is very well placed to play a role in the debate on the new Serbian constitution", Ambassador Massari said after the talks. "In the coming months we intend to complement the efforts of others, by bringing together some of the best known constitutional minds who will assess the pros and cons of all Serbian draft constitutions. The aim of this process is to come up with the most suitable draft constitution for the country."
Acting President Micic said that there were currently five Serbian draft constitutions which could serve as possible models.
She expressed support for the continued OSCE expert assistance for parliamentary committee structures, especially the committees on defence and security as well as on media and environment.
