Head of Mission visits South Banat district, FRY

BELGRADE, 12 June 2001 (OSCE) - The Head of the OSCE Mission to Federal Republic of Yugoslavia, Ambassador Stefano Sannino, visited yesterday the South Banat District at the invitation of Mr. Jon Cizmas, President of the South Banat District.
On the occasion of his visit, Ambassador Sannino had talks with the Mayor of Pancevo, Borislava Hruska, the Heads of the Executive Councils of the municipalities that make up South Banat, as well as with the representative of the republican Inspectorate for environmental protection, Mr. Simon Bancov.
The meetings focused on the issues of decentralisation and the problems South Banat experiences in the economic and ecological field.
"By coming to Pancevo and talking to the representatives of the local governments, I would like to underline the willingness of the OSCE to work on a decentralized level", said Ambassador Sannino, who stressed that "only by working closely with the local community, politicians can offer solutions for concrete everyday problems.
Furthermore, the visit to Pancevo highlighted the need for immediate delivery of international assistance in order for the South Banat municipalities to deal with the most pressing needs in field of economic development, while keeping in mind the preservation of the environment and the ecological balance in the region.
"In addition to providing expertise and advice, notably in addressing the need for proper environmental legislation, the OSCE can act as a catalyst for other institutions and donors", said Ambassador Sannino who also pointed to the importance of a proper regulatory framework to bring foreign investment into the region.
The Head of the OSCE Mission to the FRY used this opportunity to visit the Pancevo refinery where he was informed about the current operational capacity of the refinery and the efforts undertaken to fully restore it while taking into consideration ecological and environmental concerns.
