OSCE Mission welcomes agreement on new Serbian Constitution, encourages public debate before Assembly vote

BELGRADE, 29 September 2006 - The OSCE Mission to Serbia issued the following statement today:
"The OSCE Mission to Serbia welcomes the announcements by Serbian political leaders that they have reached an agreement on a new Serbian Constitution.
"While stressing the importance of a new democratic Constitution and of the crucial law making process that has to follow its adoption, the OSCE Mission encourages that reasonable time is provided for public debate involving civil society, experts and minority representatives before Parliamentary debate and vote on it.
"As the Constitution is the fundamental social and legal document of a state, a transparent process with the widest possible civic involvement and consensus will further enhance its democratic legitimacy.
"The OSCE Mission to Serbia stands ready to assist Serbia in the follow-up lawmaking process."
