Cutting off sources of finance is of significant importance in global efforts to counter terrorism. Countering terrorist financing, while respecting human rights and fundamental freedoms is key to preventing terrorist acts, supplying terrorist networks and recruiting for terrorist groups. Challenges posed by terrorist financing and organized crime and the nexus between the two in various contexts were emphasized in United Nations Security Council resolutions 2462 and 2482 (2019).
The OSCE, as the largest regional arrangement operating under Chapter VIII of the United Nations Charter, is well suited to contribute to global efforts to counter terrorist financing and fight organized crime, through its comprehensive approach to security, which is rooted in politico-military, economic and human rights dimensions.
The aim of the conference, held at the level of senior experts and practitioners, is to facilitate a cross-dimensional discussion, in line with the OSCE comprehensive concept of security, regarding challenges posed by terrorist financing and organized crime and to recommend policy options.
During the sessions, participants will discuss ways to strengthen human rights-compliant approaches, co-operation and information sharing in countering terrorist financing. They will also share lessons learned and good practices related to asset recovery in fighting organized crime and targeted financial sanctions in countering terrorist financing.
The discussions at the conference will build upon the recommendations stemming from the OSCE High-Level Regional Conference on Countering Terrorist Financing and Addressing Potential Links with Organized Crime, organized in Ashgabat on 17 to 18 April 2019.
