This conference will provide representatives of OSCE participating States and Partners for Co-operation with an opportunity to learn about the benefits of biometric technology in countering terrorism, and how to responsibly use and share collected Biometric data. For representatives of those States already using biometric systems, the conference will facilitate the exchange of good practices in using these tools and help to identify potential partnerships with other States to further improve the efficiency or minimize the costs of their current systems.
The conference supports the implementation of UN Security Council Resolution 2396 (2017), which decided that States shall develop and implement systems to collect biometric data (such as fingerprints, photographs and facial recognition) in order to responsibly and properly identify terrorists, including foreign terrorist fighters.
The Resolution also further calls on regional and sub-regional entities to provide technical assistance, resources, and capacity building to member states in order to implement such systems.
The conference will explore:
- What biometrics systems are and why they are valuable to states in identifying terrorists
- How states can develop and implement systems to collect biometric data responsibly
- Recommend practices in the sharing of biometric data between states
- The future of border control: Biometrics and Artificial Intelligence
