Countering the use of the Internet for terrorist purposes
Terrorist groups are taking advantage of modern communications technology to spread their messages and target especially vulnerable people such as youth in order to get support, publicity, recognition and legitimacy for their cause. These groups are increasingly using communication technologies to plan and mobilize resources as well as to recruit, train, radicalize and incite others to carry out attacks using the Internet and social media platforms. The increasing possibility of the misuse of ICTs for terrorist attacks, particularly against critical infrastructure, should not be underestimated.
Complementing international efforts, the OSCE provides a platform for government experts, civil society and the business community to promote human rights compliant and gender-mainstreamed best practices aimed at effectively preventing and countering violent extremism and terrorism online.
