The Office of the OSCE Representative on Freedom of the Media (RFoM) is developing recommendations for OSCE participating States and other relevant stakeholders, including internet intermediaries, on how to safeguard free speech when artificial intelligence (AI) is deployed. As a next step towards a comprehensive and inclusive approach to put a spotlight on AI and freedom of expression (#SAIFE), the Office of the RFoM is initiating an online public consultation. This follows discussions in the framework of the RFoM project on the impact of AI on freedom of expression, the publishing of the RFoM #SAIFE Strategy Paper with preliminary recommendations, and the event on the rise of AI and how it will reshape the future of free speech.

The general public and all relevant stakeholders are invited to provide feedback via the questionnaire below. In addition, contributions, written observations and comments are welcome via e-mail to AIFreeSpeech@osce.org.
#SAIFE Questionnaire
The outcome of this consultation will feed into expert meetings starting in autumn 2020, in view of developing recommendations on how to guarantee the protection of free speech, access to information and media pluralism when AI is deployed.
Participants of the questionnaire can indicate that they want to remain engaged in the RFoM #SAIFE project. The questionnaire can also be submitted anonymously. Data will only be stored with the consent of the submitter. After closing of the consultation period, this data will only be stored on the OSCE RFoM server.
