Models of Starostas’ Constituencies: Adjustment of Starosta’s Activities through the Community Needs Analysis
The manual describes approaches and criteria used for creating starosta’s constituencies by local self-governance bodies. Four models are proposed for starosta’s constituences: «Starostat», «Starosta’s office», «Office of services», «Combined Starosta’s Office».The publication is based on materials for training sessions for starostas delivered as a part of the Project “Support Good Governance in Local Communities as Part of the Decentralization Reform” implemented by the OSCE Project Co-ordinator in Ukraine in partnership with the Ministry of Communities and Territories Development of Ukraine (Minregion).
