Legal Status and Responsibilities of Starosta. Manual for Starostas in Starosta’s Constituencies
This Manual explains in the Q&A format the legal essence of the starosta’s post in the system of local self-governance, organization of routine activities, basic and additional responsibilities, provision of administrative services, and performance of residency registration by starosta in his/her constituency. It was designed to meet the starostas’ needs in systematized explanatory materials reflecting their everyday work activities, it provides structured legislative information, which could assist starostas’ in performing their duties as a reference for their work.
The publication is based on materials for training sessions for starostas delivered as a part of the Project “Support Good Governance in Local Communities as Part of the Decentralization Reform” implemented by the OSCE Project Co-ordinator in Ukraine in partnership with the Ministry of Communities and Territories Development of Ukraine (Minregion).
