This page contains educational and reference materials produced in response to significantly increased risks of emergencies and incidents with hazardous chemicals and subsequent threats to people in Ukraine.

These materials are free to use for educational and non-commercial purposes. They were produced by the OSCE within the chemical safety and security projects’ portfolio.

  • Chemical Threats: Safety Procedures in Case of Emergency
    This brochure produced by the OSCE provides useful information on nature of chemical threats, as well as a number of practical tips that will help civilians to undertake safety measures and provide first aid in case of poisoning by industrial toxic chemicals (ammonia, chlorine, nitric acid and mercury).   • Chemical Incidents. Leaflet on Risks and Safety Measures
    The concept of countering chemical threats is highly relevant for Ukraine, which has a large number of high-risk chemical facilities. Potential risks are significantly higher today, when plants, enterprises and storehouses can be targeted or even accidentally damaged during hostilities.  A resulting spillage (release) of hazardous chemicals poses a threat to human health, life, and to the environment. This leaflet produced by the OSCE projects in Ukraine provides a number of practical tips that will help civilians to recognize chemical threat, take safety measures and provide first aid in case of poisoning.
