Report on the results of a series of dialogue round tables “Discussion of Voluntary Accession of Territorial Communities to Cities of Oblast Significance”
In 2018, as part of the project “Facilitating Dialogue on Reforms in Ukraine”, the OSCE Project Co-ordinator in Ukraine with the support of the Ministry of Regional Development, Construction and Housing of Ukraine, Association of Ukrainian Cities, Reforms Delivery Office of the Cabinet of Ministers of Ukraine, held a series of round tables “Discussion of Voluntary Accession of Territorial Communities to Cities of Oblast Significance” in a dialogue format in Severodonetsk, Mariupol, Kaniv, Mukachevo, Kharkiv.
The events aimed at presenting a vision of the decentralization reform by its different stakeholders and, if possible, finding joint ways forward. This report describes the situation and challenges in separate cities in the decentralization process, as well as the results of discussions and proposals for separate reform stakeholders. In addition, the report demonstrates features of the meetings’ dialogue format.
