Report on the results of a series of dialogue partnership meetings “Accession of Territorial Communities to Cities of Oblast Significance and Amalgamated Communities” in Kyiv, Donetsk, Lviv, Odesa, Dnipropetrovsk and Kharkiv oblasts
In 2019 as part of the project “Facilitating Dialogue on Reforms in Ukraine”, the OSCE Project Co-ordinator in Ukraine, with the support of the Ministry of Communities and Territories Development of Ukraine, Association of Ukrainian Cities, Reforms Delivery Office of the Cabinet of Ministers of Ukraine, held a series of partnership meetings “Accession of Territorial Communities to Cities of Oblast Significance and Amalgamated Communities” in a dialogue format in Kyiv, Donetsk, Lviv, Odesa, Dnipropetrovsk and Kharkiv oblasts, creating a platform for dialogue between all stakeholders within the decentralization reform.
This report describes the situation and challenges in separate oblasts in the decentralization process, as well as the results of discussions and proposals for separate reform stakeholders. In addition, the report demonstrates features of the meetings’ dialogue format.
