“The European Convention on Human Rights is not a universal panacea,” says Vitaliy Bragar, a PCU-trained judge of Mykolayiv District Administrative Court, “It is only a roadmap for the work of judges. We wanted the judges to grasp and reflect on the rule of law principle and its components, so that they refer to them in their judicial practice. In my opinion, we succeeded in this.”
