1077th Special Plenary Meeting of the Permanent Council
Prior to taking up the agenda, the Chairperson expressed condolences to the families of the victims of the terrorist attacks in Paris on 13 November 2015. The Council then observed a moment of silence. The Chairperson, on behalf of the Permanent Council, welcomed the new Permanent Representative of Israel to the OSCE, Ambassador Talya Lador-Fresher. The Permanent Council adopted the Declaration on the 13 November Terrorist Attacks in Paris (France, Annex 1; Luxembourg-European Union, Annex 2; Russian Federation, Annex 3; United States of America, Annex 4; Ukraine, Annex 5; Turkey, Annex 6).

1074th Special Plenary Meeting of the Permanent Council
The Chairperson, Belarus, Canada, Tajikistan, Uzbekistan, Turkey, Mongolia, Switzerland, the United States of America, Azerbaijan, Luxembourg-European Union, Armenia, Kyrgyzstan, Turkmenistan, the Holy See, Moldova, Kazakhstan, San Marino and Ukraine expressed condolences to the families of those who lost their lives in the tragic crash of the Russian Metrojet Airbus 321 in Egypt. They also extended condolences to the families of the victims of a deadly fire in Bucharest. The Russian Federation and Romania thanked delegations for these expressions of sympathy.
