The first working session will centre on open and inclusive law-making. Key areas for discussion will include the rule of law as a founding principle of democratic law-making, the importance of transparent legislative processes for countering corruption, and the development of gender-sensitive legislation.
The second session will focus on recent trends in law-making, looking closely at the challenges and opportunities, as well as the elements needed for a good law-making environment. Participants will also discuss legislation in times of crisis, with an emphasis on the ongoing COVID-19 pandemic.
The third session will centre on meaningful public participation in the law-making process. Participants will also debate the potential of digital tools to promote consultative law-making, helping to increase public trust in the democratic decision-making process.
Participants
Representatives of OSCE participating States, institutions and executive structures, and of inter-governmental organizations, civil society and researchers from the 57 participating States with relevant experience in the topic are encouraged to participate in this SHDM. The Partners for Co-operation are invited to attend and contribute in line with their co-operation and links with the OSCE.

Modalities
The modalities of the meeting are set out in accordance with the decision of the Permanent Council (PC.DEC/476, 23 May 2002).
The meeting will start with the opening session, followed by three working sessions and the closing session.
Interpretation will be provided for the six official OSCE languages: English, French, German, Italian, Russian and Spanish.
Due to pandemic-related restrictions, this meeting will exceptionally take place online only.
Side events
Participants may organize side events over the course of the meeting. Such events provide an opportunity to discuss issues that have not been fully covered during the working sessions due to time limits.
