OSCE/ODIHR sends observers to monitor parliamentary elections in Latvia

RIGA, 12 September 2002 - The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has established an Election Observation Mission for the parliamentary elections in Latvia scheduled for 5 October.
Gerald Mitchell (UK/US) is heading the Mission, which consists of twelve election experts and long-term observers from eight OSCE countries. In addition to a head office in Riga, OSCE/ODIHR observers will also be based in three major regional centres.
The purpose of the mission is to assess the compliance of the election process with international standards for democratic elections agreed to by all OSCE participating States, as well as with national legislation. The mission will focus on the election campaign, the role of media, pre-election preparations by the electoral administration and local authorities, the participation of national and linguistic minorities, and election-related disputes resolution processes. The Mission will not deploy short-term observers on election day.
On the day after the elections, the OSCE/ODIHR will issue a statement of preliminary finding and conclusions. A comprehensive report on the electoral process will be published about a month later.
