OSCE/ODIHR deploys Observation Mission for repeat parliamentary elections in Azerbaijan

BAKU, 18 December 2000 - The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) today established an Election Observation Mission for the 7 January 2001 repeat parliamentary elections in Azerbaijan.
The OSCE/ODIHR Election Observation Mission is headed by Ambassador Charles Magee (USA) and consists of four election experts from France, Italy and Norway based in Baku. Six long term observers will be deployed shortly to report from all 11 constituencies where repeat elections will be held.
During the coming weeks, the Election Observation Mission will assess compliance of the election process in Azerbaijan with the commitments for democratic elections outlined in the OSCE Copenhagen Document of 1990, as well as with relevant national legislation. In addition, observers will examine the handling of the post-election complaints filed after the 5 November ballot.
A number of short-term international observers are expected to be deployed to monitor the election day proceedings in the 11 constituencies.
The OSCE/ODIHR Election Observation Mission will operate separately from the OSCE Office in Baku established earlier this year.
